The purpose of WBAT-FAS is to promote safety through active participation of the aviation community. As a 501 (c)(3), WBAT FAS is guided by our members’ voluntary safety programs and FAA regulations to foster best practices for safety data reporting and analysis. The experiences shared by our members shape the regulatory-compliant modules of the ProSafeT platform to ensure that all measures are not just met, but exceeded.

George Paul

Executive Director for WBAT FAS,
Director of Technical Services,
National Air Carrier Association

George Paul, Executive Director of WBAT FAS, is also the Director of Technical Services for the National Air Carrier Association (NACA). He has more than 25 years of experience in aviation maintenance control management. As the Technical Director of NACA, Paul represents 13 member airlines with regard to all governmental regulations and new rules. He has acted as chair for the Maintenance Operations Council and the Safety & Security Council, bringing government contracts and airline leaders together. Previously, Paul served as Chief Operating Officer of MaxJet, as well as NCA Airways. He served in the United States Marine Corps before entering the industry in 1981.

Armando Martinez

Small Airlines
Senior Director of Safety and Security,
Miami Air International

As Director and President of WBAT FAS, Armando represents the interests of small Part 121 operators. He has over 40 years of flight safety experience, and is the Senior Director of Safety and Security at Miami Air International. He also holds a certificate as an airline transport pilot, logging more than 17,500 hours in the air as a Pilot-in-Command, First Officer, and Simulator Instructor Captain. Prior to his current roles, Armando worked as the Director of Operations for Falcon Air Express. He holds an A.A. in Aviation from Miami Dade Community College.

Christopher “Chip” Schultz

135 Operators
Director of Safety and Standards,
Travel Management Company, LTD

Christopher (“Chip”) Schultz, Director and Vice President, represents the interests of small Part 135 operators. He began his aviation career in the U.S. Navy as an Aviation Boatswain Mate. He has since held pilot positions at Mesaba, Comair, and Frontier Airlines. In 2008, he began working for Travel Management Company (TMC) as a Beechjet 400 Captain, and he is currently serving as the Director of Safety and Standards, responsible for directing and managing all aspects of the Safety Management System (SMS).

Jim Willson

Cargo Operators
Manager of Safety Programs,
FedEx Express

Jim Willson, Director and Vice President, represents the interests of large Part 121 air cargo operators. He is the Manager of Safety Assurance for FedEx Express, with specialties in FOQA, Commercial Aviation Operations Safety, and Safety Management Systems. Jim has broad experience with system safety and SMS principles, working with both government and industry. In 2009, he was awarded FedEx Express’ highest employee award, the 5-Star Award. He has been a member of two major aviation accident investigations—American Airlines Flight 587 and FedEx Express Flight 80. Jim holds a B.S. in Aeronautical Engineering from the U.S. Naval Academy, and an M.S. in Aeronautical Engineering from the Naval Postgraduate School, as well as an Aviation Safety Certificate from the University of Southern California.

Bradley Elstad

Vice President of Safety,
Security & Regulatory Compliance,
Republic Airways Holdings, Inc.

Bradley Elstad, Director and Treasurer, represents the interests of medium-sized Part 121 operators. He is the Vice President of Safety & Regulatory Compliance at Republic Airways Holdings, Inc., headquartered in Indianapolis. Elstad has over 20 years of experience in flight safety. He is a commercial pilot holding professional memberships in the Regional Airline Association and the Flight Safety Foundation. Bradley specializes in operational safety and regulatory posture for Part 121 air carriers, and is a certified risk management trainer and a certified aircraft dispatcher. He holds a degree in Aviation Technology from St. Cloud State University and an M.A.S. in Aeronautical Science from Embry-Riddle Aeronautical University.
